Seven complete inaugural Navajo transcription program

Seven Judicial Branch employees completed the inaugural Navajo Court Transcription certificate program at Navajo Technical University and received certificates on December 8, 2017. See press release.

The DNA-People's Legal Services is sponsoring a Pro Se Clinic at the Dzil Yijiin Judicial District, located at the Pinon Chapter House, on December 11, 2017, at 10 a.m. See flyer for more information.

The Judicial Branch of the Navajo Nation will be closed November 22-24, 2017, in observance of Thanksgiving and Navajo Nation Family Day. The branch will resume regular operating hours November 27, 2017.

The Judicial Branch of the Navajo Nation will be closed Friday, November 10, 2017, in observance of Veterans Day. The branch will resume regular operating hours Monday, November 13, 2017.

As a reminder, the Navajo Nation Judicial Branch will be closed October 31 through November 3, 2017, for all staff to attend mandatory training. The branch may be reached via fax at (602) 431-6535; however, please be aware that this line is not secure. Emails may also be sent to mprice@navajo-nsn.gov to reach branch staff if necessary.

Dzil Yijiin Judicial District will be closed on October 24, 2017. The closure is because the court is located in the Pinon Chapter house, which will be a voting site for the Navajo Nation Referendum Election.

Judicial Branch awarded two federal grants

The Judicial Branch of the Navajo Nation was awarded two grants totaling $699,630 through the United States Department of Justice Coordinated Tribal Assistance Solicitation. Of that, $350,000 was awarded for the purpose area of Juvenile Healing to Wellness Court and $349,630 was awarded for the purpose area of Tribal Youth Program. Both grants are from the Office of Juvenile Justice and Delinquency Prevention. Read more about the grants.

Judges take oaths of office

Two judges were confirmed by the Navajo Nation Council during the fall session. They each took the oath of office delivered by Chief Justice Thomas J. Holgate on October 18, 2017, at the Navajo Nation Council Chamber. Tina Tsinigine was confirmed as a probationary district court judge on October 17, 2017. Malcolm P. Begay was confirmed as a permanent district court judge on October 18, 2017. Read the press release.

Chinle Justice Center opens doors to the public

The Chinle Judicial District began operations at its new location at the Chinle Justice Center on Navajo Route 27 in Chinle, Arizona, on October 9, 2017. The court, Peacemaking Program and Office of Probation and Parole Services for Chinle Judicial District now have office locations and will offer services at the new location. Navajo Nation Supreme Court opinion compilation now for sale

September 28, 2017: The Navajo Reporter Vol. 9 is now for sale. The Navajo Reporter volumes are compilations of the opinions of the Supreme Court of the Navajo Nation. Volume 9 contains fully indexed and digested opinions from January 2006 through December 2012, as well as selected examples of decisions from the Navajo Nation district and family courts that applied Diné bi beenahaz'áanii.

The Supreme Court had previously announced the Reporter was released; however, several errors were found and the book had to be reprinted.

The Navajo Reporter Vol. 9 is available for sale through the Navajo Nation Supreme Court for $100, not including shipping and handling fees. Please contact Michael V. Holgate sworn in as acting Chief Justice

Thomas J. Holgate was given the oath of office to assume duties as acting Chief Justice during a swearing in ceremony August 1, 2017, in Window Rock, Ariz. See press release.

July 26, 2017: Telephone lines at Aneth Judicial District Court have been down since July 25, 2017. The court is asking for patience while the telephone lines are being repaired.

July 25, 2017: Since July 24, 2017, the Administrative Office of the Courts, Fiscal Office, central and Window Rock Peacemaking Program and Window Rock Judicial District currently do not have network services for email, JustWare and the internet. The recent storms have caused damage to some network hardware equipment and Judicial Branch Information Technology staff are currently working with DIT to restore services to the offices. Phone services are functional. UPDATE: The network is functioning as of 11:00 a.m., July 25, 2017, and AOC, Fiscal Office, central and Window Rock Peacemaking Program and Window Rock Judicial District are back online.

Acting Chief Justice Sloan announces retirement

The Honorable Allen Sloan announced his intention to retire as the Acting Chief Justice of the Navajo Nation Supreme Court, effective July 31, 2017. Chief Justice Sloan's judicial career has spanned 28 years – two years as the Chief Justice and 26 years as a Navajo Nation Trial Judge. He is the longest serving member of the Navajo Nation judiciary. He was designated Acting Chief Justice on July 27, 2015, by the Law and Order Committee of the 23rd Navajo Nation Council. The Judicial Branch thanks Chief Justice Allen Sloan for his service and dedication to the people and the Navajo Nation and wishes him well in his retirement.

The Annual Report for Fiscal Year 2016 of the Judicial Branch of the Navajo Nation has been released and is available under the Branch Reports page.

Rules and Plan of Operation approved for Judicial Conduct Commission

The Law and Order Committee of the Navajo Nation Council approved the plan of operations and the rules and procedures of the Judicial Conduct Commission on Monday, June 19, 2017. The plan of operations for the Commission is a requirement in Title 7 of the Navajo Nation Code. It will guide the operation of the Commission, which was only reconstituted with full membership last year. The rules outline how the Commission will carry out its responsibilities. Window Rock District Court providing services at new site

The Window Rock Judicial District Court is open and providing limited services at its new location in the modular building north of the Navajo Arts and Crafts Enterprise store and south of the Ace Hardware store in Window Rock, Ariz. The Window Rock Office of Probation and Parole Services will also be stationed at the new location. See press release.

Update: As of May 26, 2017, the main phone line (928) 871-6626 is back up and the Window Rock District Court is taking calls onsite.

Uniform fines and fees for traffic civil violations implemented

The Navajo Nation Judicial Branch has implemented uniform civil motor vehicle infraction fines and fees for civil traffic violations across all judicial districts. The new schedule will assure fair remedies so individuals pay the same fines or fees for the same civil traffic infractions at all district court locations. See press release.

Kayenta Judicial District will be hosting a Mobile Court on Friday, May 19, 2017, from 9 a.m. to 1 p.m. at the Pro se clinic schedule at the Naatsis'aan Chapter House, Navajo Mountain, Utah. Tuba City Judicial District includes guardianship of a minor on May 18, 2017; various topics on June 2, 2017; name change, correction of record and declaration of a name on June 23, 2017; and probate on July 14, 2017. All pro se clinics begin at 8:30 a.m. Individuals need to arrive by 8 a.m. and bring a money order for $5.25 to attend the clinic. For more information, see flyer.

Hearings of the Ramah Judicial District Court on May 10, 2017, have been moved to the Ramah detention center due to lack of electricity at the court. Phone lines and internet are also down.

Supreme Court sets hearing for oral arguments

The Supreme Court of the Navajo Nation has set The Northern Navajo Edge Casino v. Window Rock District Court, No. SC-CV-67-16, for oral argument. The matter will be heard at 1:45 p.m., June 9, 2017, at Twin Arrows Casino in Twin Arrows, Arizona

Shiprock Judicial District Court will be open on April 27, 2017. The training that had previously been scheduled for that day has been postponed. A new date for court closure will be announced when the information becomes available.

Kayenta Judicial District will be first to accept credit card payments

The Judicial Branch of the Navajo Nation is pleased to announce that Kayenta Judicial District will begin rollout of the ePayment initiative on Wednesday, April 12, 2017. What this means for the public is that they will now have the ability to pay for traffic fines within the Kayenta Judicial District by credit card on a secure website. They will also be able to view their cases after creating an account on JusticeWeb. The public will eventually be able to make payments by credit card at the court counter. See press release.

What Happens Now seminar scheduled for April 6 in Chinle

The New Path Reentry Planning Workgroup and Navajo Nation Probation and Parole Services are hosting a "What Happens Now" seminar at the Chinle Chapterhouse on April 6, from 5 p.m. to 7 p.m. Families of returning citizens or those formerly incarcerated are invited. See press release.

Shiprock Judicial District Court will be closed March 30, 2017, from 8 a.m. to 3 p.m., for staff training. UPDATE: The Shiprock Judicial District has rescheduled training and will be closed April 27, 2017, from 8 a.m. to 3 p.m., but will be open on March 30, 2017.

The Ramah Judicial District has re-opened as of March 23, 2017. The announced closure for March 23-24, 2017, is rescinded.

Commemorating the creation of the Navajo court system

The judicial districts of the Navajo Nation annually observe Justice Day to commemorate the creation of the Navajo courts. The Navajo tribe established its own court system effective April 1, 1959. This year marks the 58th anniversary of the Navajo Nation's court system. The judicial districts will be observing Justice Day with various activities that are open to the public. See press release. Court administration and Peacemaking staff will have limited operations at the Ramah Navajo Chapter, where staff may be reached at (505) 775-7140/7142. The Probation and Parole Services office for Ramah will be open on Monday, March 20, 2017, and operating out of the Ramah detention facility that day. All Ramah Judicial District staff will have limited to no Internet access. There are no court cases scheduled during the closure.

Thompson confirmed for permanent appointment as district court judge

The Honorable Cynthia Thompson was confirmed for a permanent appointment as district court judge January 26, 2017, by the Navajo Nation Council. She was given the oath of office by Acting Chief Justice Allen Sloan immediately following the vote that approved confirmation. See press release.

Supreme Court to hold hearing

On February 10, 2017, the Supreme Court will hold a hearing at 10 a.m. on SC-CV-68-16, Morgan v. Window Rock District Court and Concerning Navajo Nation. In this petition for writ of prohibition against Window Rock District Court, Lawrence Morgan argues that Window Rock District Court is proceeding without or in excess of its jurisdiction with a sentencing hearing despite having vacated the plea agreement and disposition order between Morgan and the Navajo Nation. The location of the hearing will be announced at a later date. UPDATE: The hearing will be held at the Legislative Nahata Building, Window Rock, Arizona.

Etsitty named administrative director

Stephen B. Etsitty has been named the Administrative Director of the Courts. His first day of employment with the Judicial Branch began Monday, January 23, 2017. Etsitty was most recently a director with New World Environmental, Inc. Prior to that, Etsitty served as the executive director of the Navajo Nation Environmental Protection Agency from July 2003 to May 2015. See press release.

Tuba City Pro Se Clinic Schedule

Pro se clinics are scheduled for February 9, 2017 (validation of common law marriage, recognition of traditional marriage, dissolution of marriange, paternity, child support, custody, visitation, how to answer to petition), February 16, 2017 (name change, correction of record, declaration of a name), February 23, 2017 (guardianship of a minor) and March 9, 2017 (probate). Participants should be at the court at 8 a.m. to purchase the pro se packet. There is a fee of $5.25 to attend the clinic. The fee must be paid with a money order. You will also need to bring paper and pen for notes. Individuals who arrive after the clinic begins will not be allowed to attend the session. The date of the clinic is subject to change. Please verify date of clinic three days before the scheduled date by calling (928) 283-3140. See flier.

Alamo courthouse reopened

Staff members of the Navajo Nation's Alamo Court have returned to full operation in the courthouse as of Monday, January 9, 2017. The Judicial Branch, Navajo Nation Facilities Maintenance Department and the Safety and Loss offices cooperated to make sure the building is safe for occupancy. Temporary repairs have been made on the roof to prevent water and/or snow leaks. See press release.

Public service announcement

The Dzil Yijiin Judicial District is closed today for necessary renovations. Petitions for Temporary Protection Order are available at the chapters within the Dzil Yijiin Judicial District, Chinle Police District or ADABI for the convenience of the public. The court will resume business on Tuesday, Dec. 27, at the Whippoorwill Chapter.
UPDATE: Dzil Yijiin Judicial District has temporarily relocated to Pinon Chapter to resume court operations effective December 28, 2016.

Dual enrollment course features peacemaking teachings

Five students at To'Hajiilee Community School presented their final projects as part of the first dual enrollment College 101 course offered through the school and New Mexico State University. This is the first time that traditional peacemaking teachings are part of such a course. Read the press release.

Kayenta Judicial District mobile court

The Kayenta Judicial District will be offering mobile court services on Friday, January 13, 2017, from 9 a.m. to 12 p.m., at Shonto Chapter House. The public will have an opportunity to file a new case, make payments on fines, inquire into case status, and learn about peacemaking and probation services. The Kayenta Judicial District will be providing mobile court services on Friday, October 21, 2016, to the Oljato Navajo chapter, 9 a.m. to 12 p.m. at the Monument Valley Visitors Center in Monument Valley, UT. Mobile court services will include new Navajo Nation court case filings, pending family and district case inquiries, fine and fee payments, probation services, peacemaking services and free pro se clinic. Judicial Branch to host appreciation ceremony

The Judicial Branch of the Navajo Nation will be hosting an appreciation ceremony on Sept. 29 at the Navajo Nation Veterans Memorial Park. Activities will begin with a 5K fun run/walk sponsored by the Department of Behavioral Health Services. The run will begin at 8 a.m. at the Navajo Nation Veterans Memorial Park. A program with speakers will be held from 10 a.m. to 12 p.m., followed by a luncheon. The Judicial Branch wishes to thank the Navajo Nation Council, President Russell Begaye, Vice President Nez, the Law and Order Committee, Facilities Maintenance Department, Parks and Recreation and the public for the construction of two modular buildings for the Administrative Office of the Courts and the Supreme Court. What Happens Now seminar set for Sept. 29

The New Path Reentry Planning Workgroup and Navajo Nation Probation & Parole Services are hosting a "What Happens Now" seminar at the Navajo Nation Museum on Sept. 29, 2016 from 4 p.m. to 7 p.m. Families of returning citizens or those formerly incarcerated are invited. The purpose of the seminar is to engage families in the pre- and post-release process for their loved ones who are returning or were formerly incarcerated, encourage families to support the transition from prison to home, provide an overview of supervised release, and promote transparency and build bridges among government officials, non-governmental organizations, families and the returning citizens or former offenders. Kayenta Judicial District holding mobile court Sept. 9

The Kayenta Judicial District will be providing mobile court services on Friday, Sept. 9, 2016 at the Naatsis'áán (Navajo Mountain) Chapter from 9 a.m. to 12 p.m., and at the Tsa'ah bii Kin (Inscription House) Chapter House from 1:30 p.m. to 4 p.m. Mobile court services include new Navajo Nation court case filings, pending family and district case inquiries, fines and fee payments, probation services and pro se clinic. Supreme Court to hold hearings

***LOCATION CHANGED***The Supreme Court of the Navajo Nation has scheduled Oral Arguments on July 28, 2016, to address candidacy qualifications of three School Board candidates. At 10:00 a.m. the Court will address the matter concerning David Martinez, Jr. and Leo L. Pino, who were both disqualified for DUI convictions. At 11:00 a.m., the Court will address the matter concerning Carolyn Coho Jose, who was not disqualified after the Office of Hearings and Appeals determined her deferred sentence for a first offense DUI was not a conviction. All hearings will be held at the Navajo Nation Labor Commission.

July 25, 2016: Dilkon Court is closed until further notice. UPDATE: Dilkon Court has reopened as of August 1, 2016.

Youth complete apprentice peacemaker curriculum

July 20, 2016: Earlier this year developed a Peacemaking curriculum for young people and recruited youth between the ages of 11-17 years old to participate in an apprenticeship program. Now, more than 50 young people have completed the curriculum to become Youth Apprentice Peacemakers. The accomplishments of the Youth Apprentice Peacemakers will be celebrated during a ceremony at Diné College Student Activity Room, on July 29, 2016, at 10 a.m., in Tsaile, Ariz. These young people will work in their schools and communities on a peer-to-peer basis, with support and mentorship from Peacemakers and Program staff, to assist their fellow students in their search for identity, pride, and hózhó. Request for Proposals for Roof Inspection and Repair

The Navajo Nation Judicial Branch is soliciting sealed bids for the roof inspection and leak repair project. The Request for Proposal (RFP) package is available on the Navajo Nation Purchasing Department website at www.nnooc.org or Judicial Branch website at www.navajocourts.org. BIDS DUE: July 15, 2016 – 4:00 P.M. (Mountain Day Light Savings Time). Bid(s) received after this date and time will not be accepted and will be returned to sender. Faxed or emailed bids will not be accepted.

Public comment period for Justice Assistance Grant application

The Navajo Nation Judicial Branch is eligible to receive $48,831 through the Edward Byrne Memorial Justice Assistance Grant for FY 2016. The Judicial Branch is proposing to implement Moral Reconation Therapy in its Probation and Parole Services to improve the outcomes for clients and to improve overall public safety. The Judicial Branch is holding a 30-day public comment period beginning July 1, 2016, and ending August 1, 2016, on the grant proposal. The Judicial Branch of the Navajo Nation is providing the public the opportunity to provide comment on the performance of probationary District Court Judge Malcolm Begay. Judicial Conduct Commission reconstituted

The Judicial Branch of the Navajo Nation announces that the Judicial Conduct Commission has been fully seated with five members appointed per 7 N.N.C. § 423. The five members are William Thorne, Robert Yazzie, Judy R. Apachee, Troy Eid, and Manley Begay. The Commission makes findings and recommendations on complaints on Navajo Nation judges that are referred to it. Complaints must first be made in writing to the Chief Justice, who is the administrative head of the Judicial Branch. See the press release.

Livingston confirmed as permanent judge

Leonard Livingston was confirmed as a permanent judge of the Navajo Nation by the Navajo Nation Council on Friday, May 27, 2016. He is currently serving as district court judge at Ramah Judicial District. See press release.

The Supreme Court of the Navajo Nation will be hearing oral arguments in Navajo Nation v. Tso, No. SR-CR-03-16, on Friday, June 10, 2016, at the Sheraton Uptown Hotel conference center, Albuquerque, N.M., at 9 a.m., during the annual Navajo Nation Bar Association conference.

Mental Health First Aid training opportunity

May 2, 2016 - Mental Health First Aid training is being provided by Tséhootsooí Medical Center for peacemakers and Judicial Branch staff June 15 and June 22, 2016. A certificate will be provided to those that complete the training. Due to limited space, this training is limited to 30 individuals. Please register by 5:00 p.m. on May 25, 2016. Peacemaking Program seeking TCIP Advisory Board members

March 29, 2016 - The Navajo Nation Judicial Branch Peacemaking Program is establishing a Tribal Court Improvement Program (TCIP) Central Advisory Board, which will advise, guide, and make suggestions to the Peacemaking Program for the purposes of increasing engagement services relating to family preservation, family reunification and child safety. Judicial Districts to celebrate Justice Day

The judicial districts of the Navajo Nation annually observe Justice Day at their courts to celebrate the creation of the Navajo courts. This year is the 57th anniversary of the Navajo Nation's court system. The Navajo tribe established its own court system effective April 1, 1959. Justice Day gives the public an opportunity to visit the courts and to learn about how our justice system works. Judicial districts will be observing Justice Day with various activities that are open to the public. The courts of the judicial districts will be holding Justice Day on the following dates and at the following locations (includes additional and rescheduled dates as of 4/27/16):

Law and Order Committee seeking applicants for Judicial Conduct Commission

The Law and Order Committee is seeking applications for appointment to the Judicial Conduct Commission. Pursuant to 7 N.N.C. § 423(A)(4), the Law and Order Committee selects a member of the public who is not a current member of the Navajo Nation Bar Association and not a sitting, retired or removed justice or judge of the Navajo Nation or any jurisdiction. The Judicial Conduct Commission provides a fair, impartial and expeditious forum to hear complaints and grievances against Navajo Nation justices and judges involving alleged violations of the Code of Judicial Conduct, personnel policies for justices and judges, and any other Navajo Nation laws or policies that set standards of ethics and conduct for justices and judges. The Commission makes findings and recommends sanctions, as appropriate. The Law and Order Committee will accept resumes and letters of interest from interested individuals beginning February 22, 2016, and ending March 4, 2016. Peacemaking Program seeking and recruiting youth apprentices

Jan. 14, 2016 - The Peacemaking Program is currently recruiting youths between the ages of 11-17 (grades 6th through 12th) to participate in our six-week Peacemaker Youth Apprenticeship Program. Recruitment will be on an on-going basis and will continue until Aug. 1, 2016. We anticipate beginning our first session in February throughout the Navajo Nation. In this program, youth will have the opportunity to absorb techniques of traditional Diné restorative justice, and simple traditional Diné teachings. See press release and application.

Peacemaking Program recruiting peacemakers

Jan. 14, 2016 - The Peacemaking Program is currently seeking and recruiting Community Based Peacemakers throughout the Navajo Nation. Peacemakers are needed in the following communities: Tsaile/Wheatfields, Tsah Bii Kin, Mexican Hat, Inscription House, Counselor, Ojo Encino, Casamero Lake, Gadiiahii/Tokoi, Tse'Daak'aan, Tiitsoh Sikaad, Upper Fruitland, To'nanees'Dizi, Red Lake, St. Michaels, Tsayatoh, Rock Springs, Lupton, Nahata Dzil, Steamboat, Sweetwater, Forest Lake, Hardrock, Black Mesa, Whipoorwill, Low Mountain, and Sanostee. The stated communities are currently without a Community Based Peacemaker. See press release.

Waiver of Peacemaker yeel fee

Jan. 14, 2016 - For Fiscal Year 2016, the Peacemaking Program will be able pay the $80 yeel for cases pertaining to delinquency, Children In Need of Supervision (CHINS), dependency, and family preservation and reunification. The yeel will be funded through the "Peacemaking Toward Asset-Building in Navajo Nation Rural Communities" grant and the "Peacemaking Youth Education and Apprenticeship Program" grant. This waiver/financial assistance pertaining to the $80 yeel due to peacemakers will be subject to program qualifications and funding availability. See press release.
